I don't think that samsung outputs any form of 50hz, well thats what i gathered from the manual, so perhaps the screen tearing occurs on 50hz sources?

If it has the HD-Ready logo, it has to support both 50 and 60Hz for all HD resolutions, it's part of the certification.
The issue with the Samsung range was the visual tearing that occured for some people at 60Hz. This seems to depend on what firmware your set has. Many people have had their firmware upgraded by a Samsung tech. and it has removed them problem.
I have not used this set myself mind, I refrained from it because of the reported problems, though given the low price of the 32" unit, I kinda wish I didn't =/

If Samsung have fixed it with a firmware upgrade I'll be seriously thinking of putting my order in on this set

Try this link here: http://anima.xs4all.nl/tearing/
Having a quick glance over this, it seems the models with the ROME firmware version are ok, and it's generally the GREENWOOD firmware models that are having the tearing issue.

I looked at the Samsung too, for the 360, but the tearing issues are not too reassuring.
Though as stated this could be because the original Xbox is a bit glitchy at displaying HD.
I am now looking at the Hitachi 32LD7200, more expensive, but the picture is supposed to be amazing. There are two reviews over at www.homecinemachoice.com.

Also, I thought that all the tearing issues were reported with the 41 series, and 51 series has a better response time? Also, the tearing was originally reported as not happening over VGA, which the XBox 360 can output.
Back to Marcus's original question, if your TV can do a 1:1 mapping with the PC resolution, I'd be very much inclined to use it, rather than either 720p or 1080i. Even if you watch 720 video with a slight border to 1:1 map the source, you're not losing a hell of a lot of screen real estate, and that 50" telly gives you a hell of a lot to start with.
As for DVD playback, have you tried using DScaler and a 1:1 PC resolution?
