Im not sure what to go for though, should I go for just a hu card version, or should I go for a CD based model. AQlso what prices could I expect to pay for a decent machine. And finally is the handheld PC engine worth tracking down or would I be better off with a GP32?

The handheld machine is truely lovely if you get one with a good cond. screen and is worth looking for.
I'd personally go for the Hucard based machine rather than a duo simply because most of the good games are on card as opposed to CD IMO. And anyway... the cd add on is still a possibility should you change your mind later (and that too looks lovely).
I'd pay between ?50 and ?70 for a PC Engine depending on condition. Finding boxed ones is a pain in the arse.
I suggest looking at what videogameimports.com has to offer. Their machine pricing is *usually* ok.

I'd recommend the Duo R version myself, should play everything you will throw at it and there are loads of good cd only games.
The Gt (handheld) is a great machine but they rarely come without a dead pixel or quiet sound through the speakers. Mines has perfect sound but one dead pixel which you don't really notice.
If you want to be really flash you could get the Laptop but mines cost me ?600! Though that was boxed which is hard to find.

I'm trading in a Duo RX that I have spare to Lee at VGI, he sells them unboxed for around ?120 - ?130 I think. Wish I'd known you were looking before I agreed to the deal!
In case you think I'm abandoning the machine after telling you to get one it's a spare I got when I bought someone's collection.

The GT as a handheld does suck for the following reasons.
The screen is fairly low resolution and the pixels are arranged in triangle groups, meaning that when things scroll they shimmer. Text is also hard to impossible to read depending on the game. All GTs that I've seen in the last year have all had dead pixels.
The battery life is a couple of hours at best with 6 duracell batteries.
It's not that comfortable to hold for any length of time as it's huge.
I would also recommend a Duo, just because you can play any game you throw at it and there are some classics on CD.
