XBox 360 Play & Charge Kit & Battery

I'm talking about AFTER I've charged it, switched the console off, and disconnected the controller. It is sitting, fully charged and disconnected, but with flickering lights. Seems like a waste of juice to me.

I can't quite figure out whether mine's faulty or not. The LED doesn't light up red or green when I connect it and I have no idea if it's charging. Whether I connect it or not, the ring of light on the pad goes through a rotating cycle about once a minute. I tried turning the 360 off with the charger still plugged in, the console didn't shut down completely (could hear the fan) but the pad hasn't charged overnight.
