Ican't believe my ignorance but is it possible to play imports on a pal machine with no borders?

Depends on the boot disc really. The Action Replay tends to display boarders on some NTSC games, but the DC-X plays pretty much all games without boarders fine. The Utopia does too.
I've found it useful to keep the DC-X (or Xploder/demos, same thing), Action Replay (or the demo) and Utopia handy.
Remember the VGA cable forces 60Hz on compatible games too.
