Can I upload Digital pic's direct to P.Bucket

Ive just set up an account with Photo Bucket thinking that I could upload dig pics while away on my travels in Hong Kong and Japan.

In order to do this I would need to transfer them to the HD of the PC im using in a net cafe - the question is am I allowed to do this??

Ive never used a net cafe before so I have no clue what is the norm?
