Can anyone tell me if the PAL PS2 version has a 60hz option and runs full screen?

Yes, it has 60Hz as well as a progressive scan option.

Yep. 50Hz, 60Hz, or 60Hz progressive. Kudos to Capcom for not ****ing us over.
