Customs charges?!

I've just bought a copy of Mario collection, a Hudson Joycard and an unboxed SFC from Japan. Total value $78 and they've just hit me with ?25 in charges
I am not a happy man, Does this happen to many people as I have never had it before?
The box was marked as a 'gift' and was only a couple of quid over the gift limit!
