Either is a good choice as both have plenty of great shooters to choose from, so you can't really go wrong whatever you decide. PS2 obviously has the more modern games like the recent Cave/Taito ports, Gradius V etc but the Saturn lineup can still hold it's own.

Both will work fine through RGB SCART if your telly can handle a 60hz signal, but If I could only choose one I'd probably go with the Japanese PS2 since some of the Saturn's games are now available on it thanks to Taito/Psikyo collections etc, plus you'll also able to play the good PS1 games on it like R-Types, Raiden DX etc.

Sega Saturn hardware is generally cheaper & more readily-available 2nd-hand, but some of the games like Radiant Silvergun and Hyper Duel can be expensive. To be fair though, not many of them are worth over ?25-30 and it probably has the better puzzle games.

The ideal situation is to have both machines tbh.

really depends on the type of shooter you fancy

Saturn is good for some old school layer section and darius

PStwo is great for the absolutely mental shooters like mushihimesama and espgaluda

I would say PS2, especially when you bear in mind it plays most PS1 games so you can get many of the same saturn games, ie the Parodius/Gradius games, G Darius, Darius Gaiden, Donpachi etc. Theres a fair few puzzlers available for the PS1 too.
