Does anyone know if it's possible to play the US/NTSC version of Final Fantasy XI and use the official Sony HDD that comes with the said game on a chipped PAL PS2?

I am 99.9% sure that it will not work.
This is because of DNAS.

DNAS is used for online games and it will check the region of the game and the console and see that they don't match, preventing you from going online.
It may be possible to patch it so that DNAS is bypassed, but you'll have to ask someone else about that.
If you had a US PS2 it should work fine but you would be best off getting it on the PC or 360 if you were gonna go that far.
IMO it's not worth the time or money really, but that might just be me.
