Obviously not all DC games support VGA, but is there a disc available for it to force VGA?

You can actually trick most non-VGA games to boot in VGA by getting a DC VGA box that has VGA/S-Video switch capability (most 3rd party ones do), and switching to vGA quickly when the 'Produced by...' screen appears.

Not really, the only purpose the box has is the enable the VGA mode on the machine.

Insert RGB Scart and power on DC with game wait for the game to load and then switch to VGA lead?

You can just wire the VGA circuit inside the Dreamcast instead of spending loads on a box, its pretty easy im going to do it myself soon.
Yeah and what Shakey Jake said is true, you can trick a lot of games, its easier with the internal mod.
