Whats the difference between these 2 identical 360 games then?

Okay I bought COD 2 GOTY online but it took a long time coming, so I found it elsewhere online & bought it there instead.

Unfortunatley they both turned up (d'oh), but the funny thing is that they have different barcodes on the back, & 1 has a 16 Pegi rating the other has a 15 certificate rating, & the 16 Pegi also has 'not for supply in the UK' on it.

So whats the difference? Is 1 more violent than the other or is it just a different cert due to different laws outside the UK?.
