my TV can playthe PAL version of pro evo in 60hz ntsc mode. does that mean it will play imported consoles (a stupid question i know)?

There is a difference between PAL 60Hz and NTSC. If your sure Pro Evo is running in NTSC and not PAL 60Hz, then yes any imported console should work.

All 60Hz modes on PS2 games are NTSC, so yes your TV can do NTSC.

How about the need of RGB?

Could be interesting if your TV supports the NTSC signal, when your PS2 is hooked up to your television with the normal AV cable.
Otherwise it could get problematic with import consoles that don't natively support RGB (NES, N64), cause most TV sets only output a black/white screen through AV cable.
