Is it a Japanese version of the Official Memory Cartridges that allow you to store game saves or for one of these 1MB Memory expansions for use with SNK Games?

Second question - will a UK Memory cart work in a Japanese White Saturn with no modification?

It's the 1MB ram cart that some games require, not a memory card for game saves.

Yes, a UK Memory cartridge will work fine on a Japanese Saturn.

You can get unofficial 4mb ram carts with a switch to turn it into 1mb as a compatability hack. I believe a few games will be pissy with a 4mb ram cart when they expect a 1mb cart.

If you want a dual ram/backup cart the action replay ones do that.

I thought it was a 1MB Ram expansion. Edit: just realised the HSS-0138 is the white memory card.

Not always, a lot of 1Meg games glitch on 4Meg carts.

That's why many people use the Action Replay Plus 4M Auto, as it auto-switches between 4Meg and 1Meg modes.
