Can someone recommend me an easy-to-use open source program for creating a little publication?

Or what would be the cheapest way to use something like Quark?

A quick look on Google found Scribus which I'd never heard of but looks quite cool, with a very positive review here. It should do what you need without having to touch the more advanced programs.
