also do i need a cable of sorts to play the games on my tv?

Yeah I bought a cheapy like that and it did the trick.
The cable in the box most likely will work, but for a better picture you should get something like this.

I bought that one from Allcam - works great.

Your TV should support an NTSC signal through composite (the included cable). Most TV's made in the last 15 years do.

An NTSC Wii doesn't output RGB so will using the scart not just be composite as well?

That's true. The best video for an NTSC Wii is S-video or component.

If you have component inputs on your TV, I'd highly recommend the cheap-as-chips one on Play-Asia - gives better quality picture than the official MS 360 one and Monster OG Xbox one for me.

Be careful with very cheap generic cables like that. Some will be great, others will be atrocious. The wiring on them is notoriously unpredictable.
