I don't wanna buy it if cannot. It's a JPN model and I want to play retail JPN games on it. I'm not fussed about the dev side of it at all. I just want it as an uber-flashly looking PS2.

I can't think why I wouldn't to be honest. I mean it has all the PS2 hardware and I imagine devs test early pressings on them too.
I can't say 100% it will but it makes no sense that it won't do.
Hopefully one of the devs on here will be able to confirm 100%.
EDIT:

I had a debugging Jap PS2 - from memory it's the one that doesn't say 'test' on the top - looks like a standard PS2 bar the rear of the console - played all the Jap NTSC games I had (bout 10)......

I found this site that has lots of info
The emulator provides a transparent interface between your code and the CD/DVD hardware. When not in emulation mode, the real CD/DVD-ROM drive is fully accessible. Using the software you can quickly test whether the code interfaces correctly with the CD/DVD-ROM mechanism, and be certain that it will perform the exact same way on the retail units.
