If I a gfx card with VGA and DVI, which I have. Can I put one monitor on VGA and one on DVI can I view the PC ala Windows on both at same time?

Yup, you can.
You can have your desktop stretched over the two monitors or have the secondary monitor display mirror the primary monitor.
If your video card is fairly recent (4/5 years, probably even more), it will be able to handle different resolutions and refresh rates; of course, when mirroring you'll have to keep in mind that you're working with different resolutions, but it can be done.
Setting up it's pretty easy, at startup Windows should recognize a multimonitor setup and will automatically set the two as mirrors; a little tweak on your card drivers and you'll be able to do whatever you want.Comment
