PAL Phantasy Star Online and a US GameCube?

My friend has just gotten ADSL set up at his home and he wants to continue playing Phantasy Star Online for the GameCube, but using the ADSL connection instead of dial-up. He currently uses an NTSC Cube, a Freeloader, a PAL copy of the game and a UK dial-up modem.

Can he just use a US broadband modem or will he have to use the UK one? Is there any physical difference between the two? He's mentioned having problems connecting to the service at first until he copied somebody else's settings over via memory card which solved the problem. Any advice would be greatly appreciated.

I have the proposed setup - US cube, uk broadband adapter (they are the same for all regions) and PAL PSO and it works fine.

The problems that he had signing up in the first place might be due to bugs in the sign up process not fully supporting the modem adapter. I had to sign up via the website.
