Websites - how to set one up anonymously

I know next to nothing about websites. The furthest I ever got was helping someone set up a blog (yes, there are people who need help starting a blogger account). But I know you have to register with a domain company and info shows up on one of those WhoIs things.

So what if you don't want people to know whose website it is? Like say I was setting up franjonesisadick.com and I didn't want Fran to know I did it, how would I do that?

Any recommendations on domin registrations and web space? Preferably the easier the better. Fran Jones doesn't know what's coming to him.

By the way, I don't really know a Fran Jones. This is hypothetical.

Get a .co.uk - you can choose to have your personal details hidden away - well your name will show, but not your phone number or address.

For an example do a whois on www.radiosega.co.uk at Nominet.

I use http://www.streamline.net really good value hosting packages just checked and its £14 for a basic home user account with a domain name for a year. Then when registering with Nominet just omit your details from the register.
