The current japanese release is heavy on the japanese text (duh).
It doesn't render the game unplayable just a tad confusing.
So in answer to your question - No, its not fully english.

The US version is due very soon so get that instead.

The menus are pretty much the same nintendo standard so even without Japanese you can figure out the basics.

Having said that it's worth looking into a little basic Japanese. I believe this site has one, I've not read it but it received a lot of praise.
