It tends to depend on the TV - I know there is a function in the service menu on some sets which improves S-Video performance.
I have a JVC and a Sony 32" CRT widescreen - on the JVC the S-Video (either using the dedicated socket or ensabling S-Video via SCART) performance is clearly inferior to RGB SCART. Colours are more washed out and the whole picture looks more grainy and not hugely superior to composite which on that set is remarkably good.
However, on the Sony Trinitron there's a slight loss of colour vibrancy when using S-Video (easily disguised by adjusting the colour setting) but the textures appears just as smooth and the definition is marginally superior ie. it looks sharper. I'd never seen S-Video look as good until I bought this TV. I rarely use it though but it's nice to know it's there.
