I used to own an Asian copy of PGR4, which I got about halfway through & then sold; if I now pick up a UK copy, will it recognise my existing save game? Or will I have to start all over again? Also, I'm assuming it won't give me achievements that I've already got again?

I think you'll be OK, as PGR4 was region-free anyway, I believe (like most Microsoft-published games are). So the saves will probably be compatible. It's not a hard and fast rule, as I believe there are games that get fussy about it ...
You don't get achievements twice though
Only a select handful of games have different "identities" between regions (Army of Two, Kane & Lynch, BulletWitch being a few that come to mind).
