Its a game made by fans of the Metal Slugs, using some new and some (ahem) borrowed sprites etc.
As far as I know its not official and Playmore would probably be quite cross if they saw their logo on it.

After a quick rummage this seems to be its homepage
At this very moment a 2 level demo is being prepared. Then many stuff will be public.
I can answer some of those questions.
Metal Slug Complete it's a pc game based on the popular arcade game. It's a mixture of all the previous episodes mixed to make a storyline. That doesn't mean that the levels are the same. In example you could be playing the 2nd mission from Metal Slug 1 and choose a lower path (to the train) and then you realize that the train is that from Metal Slug 2/X. Or you can choose the higher path and fight Morden forces in a brand new Rooftop level.
The argument is about Peregrin Falcons origin and why Morden tries to dominate the world.
Every character have it's own atribbutes (although you can choose the Arcade mode and play as usual)
Many enemies and levels are being created from scratch mantaining the overall feel of the game (and not looking like "copied & pasted") as well as new artwork for interludes and animated sequences.
