PAL PSone force it to display ntsc 60hz

Ive got a couple of chipped psones and i have a US PSone screen that i use to play imports while im at the inlaws.

The thing is one of chipped PSones will play on the US screen no problem and the other wont. Plus i seem to be having some laser issues with the one i use mostly (theone that ouputs to the US screen.

Basically can i do anything to the one that wont display correctly?

Isn't a PS1's display output dictated purely by the code on the game disc? I've no idea why it isn't working though, is it a different revision of system? they systematically removed things over the years.
