PS3 psn account cross-borders

Hi,

My nephew lives in Germany and bought a UK copy of Fallout 3 for the PS3. However, he tells me that he cannot download DLC with his German PSN account as it won't let him. How do i go about setting up a PSN account in the UK for him (does it need a separate email address etc.) or is there a FAQ about that will help?

I don't have a PS3, and I know you guys talk about multiple accounts for JPN, US, UK PSN etc.

He can do it himself. he just has to say he's in the UK.
