Nintendo Ique - fault

Recently bought one of these and i can't get it to power up

when i push the on button the red and green buttons come on whilst the on button is depressed, when i release the button both lights go off

currently using a stepdown, could that be the issue and should i just plug it straight into the UK mains

I don't know much about these, but if they were designed to operate in mainland China, I think the voltage there is 220v.
