Permanent reconfiguration of a PS3 control pad

This one has me a bit stumped - my DS3 pad which I use for main keeps setting itself to controller 2 when the console is switched on, my now only functioning Sixaxis sets itself to 3 which means my unresponsive Sixaxis is considered controller 1.

I can of course change my DS3 to controller 1 via the XMB, but it won't remain saved to it - is it possible to get the console to recognize it as controller 1 each time the console boots without somehow powering up my presumably broken Sixaxis?

Not sure if this will help or not but it's worth a try, you could try resetting the controller, theres a small hole on the back of the DS3 on the left, press that in then connect the controller to the PS3 with a USB cable then press the PS button to re-sync
