animal crossing question

hi, i recently got animal crossing and i've been enjoying it loads, but i was wondering i sometimes talk to the towns people and they mention how the town needs a library or cinema etc. do you actually ever get the chance to build these are is it just conversation filler.

It's just something they say. The nearest you get to any of the changes they mention is when Tom Nook's expands.
