Wii balance board thinks someone's standing on it

I bought a 2nd hand board off ebay but it is constantly telling me to step off and press A. It won't go any further and a reset didn't help.

Is this a common problem? Can I fix it myself? I managed to fix my 360's forever opening and closing DVD drive. Removing all the screws I can see hasn't helped me take it apart though, only remove the legs.

I believe the seller knew the board was faulty, there's no loose bits that shake that would happen in the post, I don't think it broke in the post. That's why they were selling the board on it's own.

I'll have to take it up with ebay as surprise, surprise the seller doesn't accept returns.

She accepted it back for a full refund in the end when ebay got involved. Wanted a tracking number which would have made the refund pointless so she had to make do with signed for. Think I might just buy a brand new one now.
