Your mileage will vary with dialup, it really is utterly pointless me recommending anyone. You can thank BT for this, with its Surfport (surftime) and Surfport24 (anytime) products, which ISPs have to lump. Sure, it's probably cheaper for them, but it's relying on BT's kack infrastructure. Therefore, how various ISPs perform will largely depend on the route from your exchange and/or how congested it is.

All you can hope to do is read ISPreview (linked above) and try and guage opinion for an ISP in your area.

You can rule out various ISPs up front though, ie:

Demon - no cutoffs, no limitation on useage, higher gaming pings
Freeserve - 2hr cutoff, no apparent bandwidth limitation on webspace, very low gaming pings

            etc.

None of this applies to broadband, which is entirely different.

For what its worth, I used www.plus.net for a couple of years with flat rate dial up (moved to DSL with them earlier this year) and they were pretty decent. They did seem to cut me off if my connection went idle for more than a few minutes, but thats what ping is for

As Super Stu said though, BT is probably more of a factor than the ISP.

Freeserve is a nightmare for me... sometimes it takes 10 minutes to even get connected during busy periods.

Well, that's exactly what I was alluding to in my post. Freeserve, for me, has been absolutely fantastic, allowing me pings of 38ms to Jolt servers (isdn). The only annoying thing is the 2hr cut off.

So it is very much a case of your mileage will vary.
