Are PS1 saved games region locked/specific?

Trying to find it on google just returns a million ps2 and ps3 results

You cannot use a savefile from a US game on a JP or PAL game if that is what you mean.

You can use any memory card in any region console with the correct save data on it. You can also mix different region save data on one card.

It should be. I've transferred saves from a PS1 memory card to a PS3/PSP for RE: Director's Cut and they worked. A friend also did the same with his old PAL FFVII saves.

I've always wondered if it'd work if you changed the folder names. If you look at them in freemcboot you can see that the folder denotes region as well as the exe name, I might try changing all the file names of a US PS1 save for a JP or PAL PS1 game.

If you have a PS3 memory card reader you can also find the region by transferring the save to the PS3 then copying it from the PS3 to a USB stick. Then use MemcardRex on the PSV save you transferred to your USB stick (Edit>Import Save). From there you can see the games region.

Tried that method and couldn't get it to work, think the saves require some hex editing which the program I linked to does for you, I did manage to convert my PSN EU Vagrant Story save to the US PSN version last night as I wanted to play it in 60hz but didn't fancy starting the game again from scratch, surprisingly it worked.

You can convert FF7 saves from PAL to NTSC and vice versa, as well as to the format for the PC version. You edit the save with a memory card manager like psxmemtool and change the SLES/SLUS code to that of disc 1, simples.
