Why is one so good, can't you already get RGB Scart cables, so why mod one. Thanks. I just have no clue what one is or why its so special.

NTSC cubes don't have an RGB output. The modded cable takes the digital output and converts the signal to analogue RGB. They are quite expensive because they are made by splicing two cables (one of which is pretty expensive by itself), but the picture quality is suberb. Better than the RGB output of a PAL cube.

Yeah, if you get a PAL RGB cable (eg the official nintendo one) from the UK, I think you can connect it to an NTSC cube but you still get composite signal.
The modded ones are usually around ?30 - ?35. Be careful where you buy from though. Some places do a very bad job of soldering the cables and even sell ones that don't work at all. Your best bet is to find one made by Saurian, search the trade folder in here in case someone is selling one, or try pm'ing him (although he may have stopped making them)

I think they cost 45 new though, whereas second hand they usually go for 30-35.
Edit 2: Just thought I should add since I wasn't clear before, that there is no problem with the RGB cable for the PAL cube. I'm sure it does an excellent job of carrying the signal from the cube to your TV. It is the RGB signal of the PAL cube that is not as good as the RGB signal from the modded RGB cable.

Err sorry about this,but i'm very confused and i have a limted knowledge of the subject.
I'm going to get a JPN gamecube hopefully soon and it's my first NTSC console
So,i'm very new to all of this.If i used to a normal offical PAL RGB cable on my NTSC JPN Gamecube...i would get a composite output right?
So i have to buy one of these modded cables for proper NTSC RGB output?
