Supposedly if you connect the PS4 to the modem using a wired connection, you can use the wireless on the PS4 to make a direct connection to the Vita. 
That sounds like the way to go, if I can figure out a way to connect the PS4's wired connection to a Mobile WiFi with no ethernet sockets!
