Outrun Arcade machine question

Been after one for a while and was going to part with ?700 for one from arcade warehouse when this caught my eye:

Does anyone have any idea on how difficult this would be to fix or is it just impossible to say without seeing it.

He lives near me so delivery will be easy, but if I can't fix it there is no point.
Any help would be great.

It sounds to me like the monitor is dying. If it is, then it'd only be a matter of buying a new one and replacing it. It could be something more though, and if it is, I doubt you'd be able to fix it.

'Course, I'm not that knowledgable about stuff like this. Saur would probably be the guy to ask.
