Playstation Emulator epsx? Also advice on resizing a pic.

Hi can anyone tell me if a playstation emulator for the pc is any good please? Ta.
Also I need to resize a picture as it is to big for the place I want it to go. Can anyone advise me on this? Also I'm getting told it is not a valid .gif .jpg etc... I saved the pic as .gif. Whats going on??? Halp!
P.S. Can anyone tell me what error 404 means? I get that quite a bit!

PSOne emulators are pretty competent these days, yes.

Get irfanview from www.irfanview.com to resize your pics.

Error 404 basically means the site your looking for cant be found/incorrect url.

ePSXe is the best PlayStation emulator on the PC. I can't praise it enough.

I've tried both, and can't get wip3out stable on either, in original or Special Edition versions. Everything looks absolutely stunning at 1024x768, making an absolute mockery of Wipeout Fusion on the PS2, and then the game hangs going into the first turn.

Advice would be most welcome, but I suppose it plays just as well on my Playstation.
