You mean like in Final Fantasy games? Pretty much a euphemism for 'Foreign Edition', as a lot of tweaks are made for (primarily) the US editions of (say) the FF games, and these are incorporated into the 'International' version, released in Japan and Korea. 'Foreign' is not a politically correct term these days, though.

These games.normally have English language options, as well.
