    Need help with my stepdown.

On the back it says the following.
    AC/AC Adaptor

    Model no: SPS-200G
    Input: AC 220-240 V 50 hz.
    Output: AC 115-120 V 60W
    FOR: GAME CUBE.PS.PSII.PSone and D.C

I will get my jap PS2 someday soon and I don't know if I can use this, should it be an output of 110 V and 100 W or something?

The look of the stepdown is like a small PS2, it has the name PSX2 written on top. Also...it seems like something is a bit loose inside of it, when you shake it you can hear something moving inside of it. I have used it with a friend's gamecube...

Can I use it or should I buy another?

It will work fine on a NTSC PS2 IF it's not broken. (re: rattling sound)

Anyway to check if it's broken without seeing if my console fries to death?

Test it on your friend's Gamecube again

I tested it with some kind of device and it has an output of 117 V, will I be able to use it or will the 7 V kill it?

I've used what sounds like the same stepdown on my JPN PS2 for months without any problems.
