It definately doesn't work mate
I got the UK one on Friday with a Broadband adapter for my US cube.
The game itself does actually boot with Freeloader, but after the terms and conditions screen, which you accept it dumps back to the GC main menu!
Bit of a shame really, I have no idea if the UK BBA works with my US machine as the game to test it on didn't work sadly.
Back to the shop it goes!

I'll get all my money back, got it from HMV where I work so no big deal!
You can get it from the US though Tronix don't seem to sell it at the moment. I think NCSX may have had it listed. I definately have seen it listed on some sites, and often on EBAY, many listing state it as being rare so I'm not sure what the US situation is at the moment

re: the rebooting thing - I think this might only happen if you don't have a memory card plugged in or enough blocks free, I had the same thing happen with the Japanese version on a pal GameCube.
Without the memory card you get dumped to the system menu.
With an memory card plugged in it worked ok.
Any one double check this for pal pso on ntsc cube?
