The official website ( http://ffcc.nintendo.com/prelaunch/index2.html ) states that Amazon, EBGames and Gamestop have this offer. Dunno if there are other shops which have it (dvdboxoffice doesn't in any case

Amazon doesn't ship outside US, EBGames has a shipping of $30 and Gamestop $20.
So for now I guess Gamestop would be the best option. I also checked on Ebay, but there isn't an auction with the free link cable at the moment.
Are there any alternatives?
And are there any coupons I could use for Gamestop? (or EBgames perhaps)
