"Not for Resale" on Jap DC games

As subject... Why do Jap DC games have "Not for Resale" on the back?

The majority of my Jap DC games have this on the back, and I can't figure out why. They don't seem to have a barcode on the spinecard either. Can anyone shed any light on this?

It used to be illegal in Japan to sell second hand games. You can find the same message on most games printed in the mid to late nineties.

I'm pretty sure that this law has been overturned as second hand games are widely available in mainstream stores now.

Unfortunately chipping and mods are now illegal so getting a machine fitted is a nightmare.

Strangely mod-chips were freely available when the re-selling thing was going on.
