A mate needs to know where and how much it would cost to buy a stepdown converter to play a Japanese Dreamcast in the UK. Any help would be greatly appreciated on this!

That's only 65W so it shouldn't be used for a GC or Xbox. -
As a third option, have you considered grabbing a really cheap second-hand PAL DC and stealing the power board out of it? That way you wouldn't need an external stepdown, and things would look rather more neat.Comment
