An annoying problem this. Unless I power down the pc manually and power it on again, my PC refuses to go through the restart process. It seems to shutdown ok, but I have to power it off before it boots again. Ive just wiped the drive, began the install of XP again, during which time it automatically reboots after copying the system files and it still refuses to. Its been like this for a while, and Im wondering if its a hardware issue. The restart button also wont work, suggesting to me its a connection problem to the mobo. Any ideas before I pull the thing apart?

The reason this was happening was because I was using mismatched DDR Ram. I recently purchased an additional 256mb, which although looked to be identical, was from a different manufacturer. Once I swapped the Ram out from my mini PC into the problem one it worked perfectly.
Strangely, I put the mismatched RAM into my mini PC and that works fine too. Tempermental isnt it.
