Like Pete says, my understanding is that clans are game specific. So the fact that there is an NTSC RS3 clan will mean nothing on Halo launch day.
In read somewhere about how clans will be structured in Halo 2, and it seems pretty much like RS3 (see below for an explanation if required). However, an important difference is that they have upped the clan limit to 100 members. It was 32 in RS3, which probably wouldn't be enough for all the forumites who have Live (I'm presuming that they all will play Halo 2, and that a fair few will like "NTSC" in front of their name).
In RS3, the person who sets up the clan is called the "Director" and new members are "Operatives". Operatives have no power in terms of inviting new members. The Director can make Operatives into Commanders (which is what Mr Pump, our trusty RS2 Director did), who then have pretty much all the rights that Directors have.
