i reckon st-v emulation will overtake regular saturn emulation, not least because it's now a part of mame and hence the games will be seen by more people - it's all down to the available documentation, talent of the coders and demand for the emulator.
saturn's a beast to emulate from what i've read, and the fact that the saturn emulators haven't been update/optimised in aaaages could be due to demand issues.
mind you, namco games on mame without sound (tekken, etc) were because there's no documentation for the sound chips. dunno how the situation's changed within the past few months though as i've been out of the 'scene' since then.
remember satcast? the saturn emu for dreamcast? that never materialised, and i doubt it was 'too hard' for sega to do! even now, games like doa are apparently emulated saturn versions so the saturn IS being emulated (and on a P3/733 at that)

Indeed, the DOA1 on the DOAUltimate for Xbox was a port (albeit a slightly spruced one) from the Saturn version.
Oh, and saturn emulation is pretty good actually. Sure it's needed an update to get that final lot of uncompatible games in (burning rangers weird messed up textures anyone?) but Panzer Saga runs fine.
