Policenauts and 4 in 1 Problems

I have a Saturn and Policenauts. I load the game and the 4 in 1 menu comes up and everthing but when I choose to run the game without any codes it wont load the game up. Can someone explain to a noob what he is doing wrong?

Nevermind guys I just figured it out. Thanx to those soccer import games I got, I was able to do a little swap and get the game to work. Kudos!
