Ving published and converted it as they did many other Taito games for Saturn and FM Towns and PSone.

Just a side point it was released in 1997 and has the original Elevator Action as an unlockable extra if you beat the game.

Yeah Ving published this gem and converted as Fastware says...and what a cracker it is! Also worth a small and pointless note, the Arcade default controls are mapped so you have to press both jump and fire in order to release your smart bomb, in the saturn version the smartbomb is automatically assigned a button!

I have the feeling that Ving are Taito but under a different name just like Natsume on the 16bit consoles.
