Does anyone know if a PAL 32X can play Japanese and/or American import games?

The region is dictated by the MegaDrive, you need a region switch on your MegaDrive itself to play imported 32X games.

I heard a rumour there were some NTSC-US 32x games that played on a EURO/ JAP system....anyone confirm any of this?

I heard that too. Forget which games.

I believe Pal Fifa works on the US 32x as well.
