There's another PS1 top-down racer called 'Rush Hour', which is similar to your description.
There's also 'Ignition' from the same period, but it was only for the PC.
I think Rush Hour might be the one! Looks like it was called Speedster in the UK. I can’t be 100% but I think that might be it. I’m going to download a copy and give it a try. Thanks Leon

Acorn and BBC Conversion Robin Hood Multiple Scroller Choose your own adventure similar to Citadel, Palace of Magic and Ravenskull but lateralized and verticalized story route mode may have been sold in conjunction with an Acorn package...was full price title not budget on 8-Bit. Reminds me of in parts a-side-srolling "Predator" on an 8-bit Commodore 64, ....and other home computing platforms Amstrad, Spectrum this was uni-directional though.

This ones been bugging me. It was an early twin stick shooter on the 360, download only and there were two of them made. Great games, but I can’t for the life of me remember what they were called. Remembered as I found the hard drive for my original 360 which I kept specifically because I had these two games downloaded on it.
