Does Kizuna Encounter count? I have no idea whether it's classed as an official release as ...well... I've never touched a Neo Geo in my life.

Too hard to decide as a lot of factors come into it, what region & are hibaihin games included?. If it's only games that you could buy from a shop that makes it a bit harder.

Yes. It's a long drawn out story but in short:

Euro copies were produced and shipped
Sold really poorly
Copies either(Depending on who you talk to):
a. Got shipped back to Japan and re-labelled as Japanese copies
b. Got destroyed in a shipping accident
c. Any other story you car to add to the myth
The odd copy that did sell occasionally turns up and sells for stupid money
People make a big fuss
Fuss dies down
Someone mentions the game

This really depends if we are talking PAL, USA or JAP released.

The US will quickly mention Stadium Events or their beloved NWC carts. But Im going to assume you meant PAL, so here goes...

The PAL NES library is actually one of the hardest to complete. There are two games in particular only released in Spain which are a real nightmare to get hold of. 'Phantom Air Mission' and 'Snowboard Challenge', the first with around 5-7 copies known in collectors hands, the later with around 4 or 5 confirmed.

Apart from that, as rightly mentioned you have Kizuna Encounter and also Super Sidekicks 4 (Ultimate 11) with a similar rarity as Kizuna.

Elsewhere, while easier to track down (but still incredibly rare), Adventures Of Batman & Robin (Mega CD), Darxide, Primal Rage, T-Mek (all 32X) and Smurfs 2 (SMS), Cool World, X-Zone, Whirlo (SNES) pop into mind.
