When I make up the boxes, I normally use a mix of google image search and thecoverproject.net
The website http://npes.free.fr/ is also a fatastic recourse, however not very relevant for Dreamcast.
Ive not looked into any cd/dvd based covers as of yet, however I have come across this website (I hope this link is ok for me to post)
